Police and soldiers have to account for every bullet.

While in a given day civillians fire dozens of bullets the police rarely fire, if at all.

Soliders need "rules of engagement" to legally fire.

Of course one nuke can ruin 1 million people's day, even if all of them have guns.

Fifty pounds of cow fertilizer and 10 bottles of amonium can take out a whole city block.

This takes us back to the dark ages and the Feudal system in which an educated peasant is a dangerious thing.
