The "7" button on a phone! Seven is also the (PQRS) key and it is above the Star key. Your eleven neighbors are 1,2,3,4,5,6,8,9.0,*,#.

The answer is the number 7 on your phone. It is above the star at the bottom and there are 11 other buttons on the keypad and the letters for texting on the 7 button are p q r and s. I heard this riddle today and it is a really good one. i am going to start using it more often. Great question!!!
