It's an Algerian sand beetle.  It isn't poisonous, but does give off a stench that smells like rotten peaches.

Yes.  It is one of the leafhoppers, Family Cicadellidae.  There are many species (20000) and lots of variation.  Looks to be genus Graphocephala.

'Amandaatwendt' called it right. 'Graphocephala coccinea' of the Family 'Cicadellidea'.
