Can someone please explain this quote to me?

What does it mean??

Monroe led a flamboyant life that led to criticism.  If she actually said this [I have no evidence one way or the other], she was saying just as heavenly stars twinkle, so earthbound stars [celebrities such as herself] could sparkle, too.
