I don't think there is a first person. Who thought of throwing a log in the water and riding it. someone a long time ago. Are you looking for a certain kind of boat? Noah built the first large boat maybe? There was no real recorded history going that far back. The answer doesn't exist

I doubt that the cave man that saw a log floating, and used it to cross a body of water had a name that was recorded.
