Well aside from the fact it doesn't sound gramatically correct (it PROBABLY should be ～が大好きな人が"い"る), it means "There's a person who loves～"

e.g. バスケが大好きな人がいる = There's a person who loves basketball.

If it's 大好きな人がいるby itself, then it means "There's someone I love"

It literally means "There is a well-liked person.", this could translate to "There's someone that I like" or something similar.

But it's really weird looking.

The particle "が" Shouldn't be there  at the beginning (unless you just pasted the second half of the sentence), and it should be いる instead of ある.

Or, if you put something before it, such as 犬(Dog) It can mean "There is a person that likes dogs":

犬が大好きな人がいる.

But it still has to be "いる”　instead of "ある".
