Actionscript is a scripting language built into Flash. What exactly are you looking for?

Here is MTASC. It's an open-source AS2 compiler. It's command line-based, so it's a bit difficult to use. http://www.mtasc.org/

Here is FlashDevelop. It's an open-source Flash IDE with Actionscript support. http://www.flashdevelop.org/community/

Actionscript is a scripting language. In other words, you don't just "download it". You need an Environment that will support that language, such as Adobe Flash.
