There are many, but my favorites are CrystalXP and DeviantArt.

CrystalXP has only 4 visual styles, called "Bricopacks (they are French), but they are high quality. My favorite is Vista Inspirat (Vista look-alike).

DeviantArt is pretty much the largest site of artists, especially those who make visual styles. There are lots of high quality skins, just browse through the most popular ones!
