Can someone teach a foreigner language on-line without certificate?

for example, say a person does not have a teaching certificate, but he is very good in that specific foreigner language. can he able to teach students online and charge them for it? is it legal?

Home schoolers are looking for people who can  'deliver the goods'  at an affordable price. They don't typically care if the teacher is certified; though if the market is competitive you will have to have a lower price to compete with someone that is certified.

Set up a quality program and be willing to accept that all new businesses take lots of time and money to get off the ground and often need very competitive pricing at firs to get the word out.
