  1. The US doesn't care how long the citizen stays out....other countries care how long they stay in.

  2. The first answer is perfectly correct.  Since I've been an adult, I've tried to stay outside the US my whole life.  France 11 years.  German 2.  Australia 5 years.  Now, Vietnam.

It's a question of being able to meet the visa/residency requirements of the country you want to stay in.  The US doesn't care how long you stay out.  Once an American, always American--and American citizenship is actually difficult to shake off.  If you want to live outside the US--they still want you to pay US income tax--and so does the country you are living in--so, eventually you'll want to shake off the US citizenship--but they don't make it easy.

  3. It all depends on the country.

    For the EU/EEA, it's about 90 days in a 180 day period.

You can always contact either the US embassy in the country that you are visiting or if you are still in the US, you can contact that countries consulate office.
