Can someone tell me how to get or give me a party hat?

Is there any way I can get a party hat on my runescape account? I know they've changed the rules to trading in runescape, which is completely stupid but is there still any way I can get a party hat on my account?

Yea, you can find them on the grand exchange for a whole lot of money, but most people arent willing to sell them.
