I recommend GIMP, it has many features of Photoshop and costs nothing.

GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring.

Other free alternatives would be Paint.net or Picasa from Google. You can check out the top rated free image editing software by clicking on the first link.

It depends what you want to do. I suggest that you start with a simple freeware program called IrfanView. Download from here http://www.irfanview.com/ and take the plugin package too.

You can crop, mirror, flip and rotate your images and change the color, contrast and brightness. Take away red eyes is also an option and some more effects too. It is a good program för beginners. Read the Helpsection for guidance.
