  1. It's a fragment, and meaningless out of context. In its own terms, it appears to say something that has been left out about inheritance by a child whose non-custodial parent has no obligation to pay child support. The child remains an heir at law in the absence of a will specifically omitting the child, and should be able to inherit from his father.


  2. If you intentionally abscond with a child and/or "hide" the child from the other parent... then their duty to pay child support is waived/released during that period of time.

  3. an absent parent not being able to provide care, such as child support.
