This is an interesting plant, I have ever seen. It appears to be a flower  emerging out from some underground corms or bulbs. It may be liliaceous plant.

These are the new shoots coming out from the main stem which is covered by leaves and the soil.

Since these shoots are coming out from the darkness below the surface they are white and the cool temperature gives them the glassy/icy look.

In 2-3 days time they will change the colour and become normal.

Another remote possibility is the emerging fruiting bodies of the mushroom.
