Can someone translate into layman's terms what is meant by Hawkings latest postulate?

Apparently cosmologists were uncomfortable with the rate of inflation in the early universe. They worked around it with a not so elegant explanation, that Hawking himself has just circumvented. What does Hawking say on inflation? How does his model differ from the conventionalist "big bangers"?

    The key to understanding the article is the so-called "wave function," so you might want to bone up on that a bit too.
