  1. It depends on the regulating body of the country in particular.

    In the Philippines, even an electrical engineer needs to take a board examination to become a licensed master electrician.

You have to still pass the licensing, there is nothing stopping you.  I go to a technical school and we joke that the electrical engineers can't change a light bulb.  It's a completely different field and way of using electricity.  So if you don't study or work as an electrician it will be hard.

  3. Yes, but, you will still have to pass all the requirements for master electrician.  Your BSEE will allow you much greater understanding of the subject matter.

    You still may have to serve as an apprentice for the required amount of time before you can take your certification exams.

  4. You can take an examination for master electrician. As an electrical engineering graduate you can work as an on the trainee as electrician.You should know how to install lamps and outlets by now if you are resourceful.
