Can student with average academics go for foreign education ? he is planning to go for MS in compueters ?

my friends academics is like this

SSC: 63.20% first class

HSC: 52.50% second class

B.Sc(Computer Science.) : 72.25% Distinction

(took 3 years to complete first year but after that 2nd

and 3rd year did superbly cleared with consistent increase in marks)

M.Sc(Computer Science): 61% First Class

(First years average was 50%)

(Now by end of this second year it will be above 60%)

(M.Sc. is about to complete)

Can he get good university or good college ?

will he get funding ?

(Countrie: USA, UK, Canada)

Please no half true or listened answers, seriously, its about whole life altering decision.

i think go 4 a phd. insted of a Ms.

if ur under 25 , with well spoken English. apply to london universities.

i am at kings college london, been educated in uk since 4 years..

between london universities have so much money for research degrees u dont even want to talk about it.
