Can talent realization be a means towards human resources development and capacity building?

it has become difficult for developing and underdeveloped nations to reach the peak of developed nations,what actaully is the cause of such predicament?how did the developed nations come to such power and wealth considering that at one time or the other all nations were poor and under privilege? human capital and money capital which is more of an economic tool/factor?if it was knowledge that the developed nations applied,where is the foundation of such knowledge?is it preferrable for the developed nations to give fish instead of showing developing and underdeveloped nations how to fish,and for how long? who gave the developed nations fish or aided them at their point of economic development?

  1. In economics it's already defined some growth models and factors affecting economic growth, some of them are:

    1) Infrastructure,

    2) Legislation,

    3) Culture

    4) Education (human capital)

    5) Finance

    6) Availability of resources

    7) Political power

    8) etc.

    Usually development is just question of management and will to grow. Of course some factors slowing down growth or even reverse it - some of them are culture, religion, corruption, crime, politics, human rights, etc.
