i love a girl who is tauras and i am pisces, but sometime she cant give me time she is busy in some otherthings sometime she is rude and sometime she is loving so i am confused.

Anyone two unrelated people can get married. Why should some spiritual bull dictate who you can and can't marry?

If you love her and want to marry her, then go ahead. As long as you feel like you can look pass all the little annoying things about her, go for it.
