  1. sure they can it's the u.s. government your talking about. I didn't even get the full amount even thought I was supposed to they told to bad.

IF you are making payments then read your installment agreement terms and conditions listed in your installment agreement letter you received when the IA was granted (LTR 3217C, LTR 2604C, LTR 2840C)or whichever letter you received;  IT clearly states if you owe and you have any refunds due to you they will be offset to your debt.  IT also states that even though your refund is being offset you must still make  your monthly payment on time, if you don't you could risk defaulting the installment agreement and charge reinstatement fees.

This means that part or all of your payment can be used to pay past-due federal or state income taxes or non-tax federal debt such as student loans and child support. If this occurs, you will receive a letter explaining how the stimulus payment was applied.
