  1. Is this a gift or a proposal to give you a gift?  It is not income but if it is money in your bank account it is an asset.  If it is something that Mom said she would give you if IRS will settle for it then right now it is nothing but it would be identified on the offer forms as the source of funds for paying the amount offered.  I hope that isn't too confusing.
