Can the London congestion charging system pick up and fine foreign license plates, like Swiss ones?

Are there any ways around being picked up by the cameras with foreign plates or do they even pick them up?

You won't get a bill in the post, but if you collect too many your car could be clamped and towed away until you pay up.
