  1. In thoroughbred racing, all offspring have to be what they refer to as "natural cover" which means that it has to be all natural.   so the answer would be that any offspring would not be able to race.  

    Some other types of racing, like Harness racing, it would not be illegial.


  2. No. Jockey Club only allows a live cover, and trying to inseminate a filly that way would be dangerous anyhow.Nobody does that. You can freeze sperm, and artificially inseminate a mare, but not TBreds. Club does not allow that.

  3. Basically, those above me said it best. There's no "surrogate moms" for racehorses. They've already milked enough money out of that poor mare. And by the way, it's "filly" not "phillie."
