  1. No.  For one thing there is a formal line of succession down which the monarchy must pass.  It is not up to anyones vote.  It is a line of family blood relationship, parents to children or uncle/aunt to nephew/niece if no direct descendent exists.

    For another thing the monarch remains the monarch through illness and the monarchy only passes on abdication or death.  

    If the Monarch is too young to decide things a regent can be appointed until the Monarch comes of age.

  3. no, if anythingf were to happen so that she had to step down

    from the throne her firstborn child inherits her title, in

    queen elizabeths case prince charles would be crowned

    king of england and it would be permanent, she can't step

    down temporarily
