Yes, it is standard for a University to hold transcripts for unpaid accounts. I think they will release them though if you are making payments on that account.

YES. Any school can hold your transcript and prevent you from registering for classes until you have taken care of your balance. Call the business office at the school and see if they can set up some sort of a payment plan.

Yes.  Unless you have paid up, any school can hold your transcripts.  It is as if you had agreed to buy a product, but hadn't yet paid for it.  They don't have to release the product until you do.
