Can the councils have road signs pointing in the wrong direction and enforce the related penalties

after all if you have for example purchased a parking ticket or have some kind of parking exemption badge you must clearly display it in your car when parking in the related, restricted parking area or get a fine.

surely the councils must also display their signs clearly or can the councils have road signs pointing in the wrong direction and enforce the related penalties
