  1. Yes, indirectly by taking the steps to reverse global warming, which should take us about 100 years or so.

Directly, hard to say.  Back in the 60's the military tried to seed them with silver iodide, which made them worse.  They tried dumping dry concrete mix to absorb the moisture, but all they ended up with was a cargo plane inside with a layer of wet cement, which eventually dried.

Direct modification of hurricane dynamics are just not possible with today's technology, and when it does become possible, it will involve altering the climate on at least a regional scale.  Plans to modify sea surface temperatures (the fuel for a hurricane) are on the drawing board, but are years from being anywhere near test-able.

  2. Strictly speaking, anything which reduces the sea-surface temperature and/or cuts the amount of available water vapor will decrease the strength of a hurricane.

It has been known for years that a strong cold front can severely weaken or even destroy a hurricane.  This phenomenon was noted by Leon O. Billig, who suggested an engineering solution to weaken hurricanes (and incidentally produce huge amounts of energy and fresh water).  I won't go into the details, because you can find them in the article "Defeating the son of Andrew", published in Analog in 1994.

  3. yes. People need to stop polluting so the earth won't be so warm. The warm earth is what creates the hurricanes in the south. I am unsure of global warming being real or not, but it does contribute to hurricanes if it exists. Usually the warmer the weather the worst the hurricane.

  4. No. Man cannot control nature. Not really. Not on any sort of large scale or long term basis.

Yes, the planet is warming and that causes more numerous and severe storms, but there's nothing we can do about that. Its a natural cycle.

The root of all of the problems we face is overpopulation. If there weren't too many people, then there wouldn't be as many people to be threatened.
