  1. YES THE JORDAN RIVER STOPPED SO THE ISRAELITES COULD CROSS ON DRY LAND.


  2. Yes, if it is dammed up, or dries up.  Lots of streams and rivers will only run at certain times of year.  Most big rivers however, don't stop flowing.
