  2. Depends on the circumstances, but it's possible. All I can say is if you're applying for citizenship, be truthful about EVERYTHING. Lying or leaving out the details of your police record can lead to your application being denied. And they will check your background anyway. On my application, I included my one run in with the law: a speeding ticket from 6 years ago. Nothing major, but better to just be straight about everything from the beginning.
