  1. Normal procedure is to put a hold on your acct.  


  2. yes, they can put a levy on your accounts, payroll, home, etc.  The bank will then send you a notice that they withdrew money from your account.  the bank has no choice.  they are bound by federal laws requiring them to send the money to the irs with the correct legal paperwork.
