  1. No, the landlord cannot be held liable for your electric bill.

If you suspect termites, let the landlord know. It is in his best interest to have the property treated.

If you are renting a single family house, generally, the landlord has no obligation to pay for pest removal.

  2. No, you need to pay your own bills.    The windows, doors, etc were all agreeable to you when you moved in.

He does not have to do anything about termites, but you might let him know, they will cause a big problem long term.

  3. In my state, you're responsible for your own utility bills. Sometimes utilities like water and sewer are always the owner's responsibility, i.e. the utilities stay in the owner's name. But if your lease says you have to pay them then you have to pay them. If you don't, the water company puts a lien against the house if the owner doesn't cough up the money. Not so with electric and gas.

The owner is responsible for providing a rental that is pest free, initially. After that initial period, however, it's YOUR responsibility. However, that usually refers to pests like mice and bugs. I would think termites are his problem.
