Can the oil extracted within USA territories and boundaries be sold on the global market?

I become suspicious about rhetoric that USA energy prices would be lower and we could wean ourselves from foreign oil sources should there be more exploration, drilling, and extraction within our boundaries.

If there is an energy security policy then please link it.

In my view, prices will never lower mostly because of the influence of energy businesses on politics, powerful speculators, and the global market. For instance, even though gas demand has dropped in the USA, prices are still soaring. Another thing is that there simply aren't enough reserves to fuel even our reduced demands for very long. Regardless, I believe that the oil extracted within the USA would be sold on the global market and not be kept for the use of our nation.

There is more demand for oil and gas and not less.  American oil can be sold on the global market but there isn't enough to make it a viable solution.  As long as we have a President and Vice President whose family business is oil, there will be no solution.  But the nightmare will be over soon and solutions will be found.

The US is the third largest producer, but number one user of oil and we consume much more than we pump, but we have vast reserves that have been locked up for political reasons.  Now is the time to open up our shale oil and OCS -outer continental shelf - as well as ANWAR because if we want to bring down the US price we need to be importing little to non to truly control the price.  The fact is the global market price is what sets our price till we can do this.  And I don't know what weed some of these Hollywood actors/ oil experts smoke.  Darrel Hannah made my blood boil with her statement that ANWAR would only bring in 5 months worth of oil.  I don't know where this "expert" got her numbers from, but I sincerely doubt anyone would waste the money and effort for 5 months of oil.  The fields will produce probably a million barrels a day for decades not 5 months.
