Professional prank callers use pay as you go cell phones. You pay with an Amex or mc/visa gift card and you will not be traced. Most places don't require id to purchase these phones.

Um... yes... because it is a form of harassing a person...

If you want to do a prank call - do not do it more than once to the same person... and make it lighthearted... never threatening or obscene -- those will add to your charges.
