  2. Answer is yes.  But you must report it.

  3. just lodge a simple complaint

  4. I doubt these prankers are that sophisticated, yes, call the cops, they'll call the phone company and you'll get the number

  5. The called ID may be blocked but the telephone company swutching computers absolutely know the number who dialed and the receiving number -- believe it.

  6. SBI, FBI, CIA, INF all can track or trace any number in the world.

  7. Report this to your phone company and they can track it, and yes the police can track any call.

  8. There is a feature called Anonymous Call Rejection that will prohibit any call with blocked caller ID info from getting through to you.

Yes, we can track ANY call.

Yes, we can arrest them for prank calls. Its called harassment.

  9. Yes, the call can be tracked.  Otherwise, every criminal would just get a restriction and be safe from the law.  For example, all the 911 operators see all the information on their screen as soon as the phone rings.  All blocks and restrictions disappear for reasons of safety.

Start by reporting the call to your operator as soon as the next one happens.  Prank calls are illegal.  They wouldn't do much if it was one call, but repeated calls can easily be prosecuted, or at least stopped.  No one goes to jail for prank calls, but they could have their service stopped and be fined.
