  1. Well, Kinda he can propose them but then congress has to vote on them to say if they are finally made into a concrete law... good question~~~

    Google "Checks and balances"

    The president is just a front-man for washington.  He's just for show.  

    It's pathetic really.   Congress and the courts have all the power in the US.

  4. No, but this one has.  George W Bush made laws in his signing statements.  So he'd basically sign the bill that the congress sent to him to sign, then say something like "And ..." or "this doesn't apply to the President", etc.

    It's an impeachable offense, one of many.  He's done over 800signing statements.

    but he /she can veto them or threaten to veto them  demanding changes ...   effectively rewriting them.

    edit.   Presidential powers have the most influence in divided senate / congress  e.g.  when congress can not overwrite the veto.  60 votes senate

    I  agree with Julian and Jacob , but those cases

    either extraordinary ...holes  or  extraordinary  situations.  (which are not effectively regulated )

  6. Techincally, no. However the President can creat an Executive Order, which acts like a law. For example, President Roosevelt used an executive order to put Japanese citizens into internment camps during WWII.
