  1. I do not believe that he can, but if I were him, I would call them back to a special session and not let them recess until they act.


  2. The President already did away with the Clean Air Act, for National Security you know. Many of our lands that have been protected for hundreds of years are being destroyed for "National Security".

    How many landfills were lost during Katrina and Rita. Those are old landfills. Cemeteries. All that c**p is now part of the Gulf of Mexico. No steps were taken on an Executive level to take care of Environmental concerns.

    In Louisiana there was a huge oil spill threatening even more of that valuable sea life, and you can bet the only losers will be our great grand children, if the Earth is still habitable by then.

  3. Yes. The President can sign an executive order to do just that.
