The Perseid Meteor Shower can be seen anywhere on Earth (and several other places). It is just particles that come off of a nearby comet. Any body that falls in line with the stream of particles can see it.

The best time to view it is after the moon sets. So, 1:00 A.M. in the U.S.

Yes, start watching the sky at midnight on August 11th and watch it until 5:00 am. You just have to look at the sky.

You can see the meteors for an entire month with August 16th being the best night for viewing.  It doesn't matter globally where you are, you can see the meteors from anywhere.  Hope this helps.
