Can the same bull and heiffer mate more than once?

Yes.  You didn't ask this, but actually a heifer becomes a cow after her second calf.  After her first calf she is referred to as a first calf heifer.  A heifer scientificly has to prove herself to become a cow.

Don't know why, just what I learned while studying genetics.

Once a heifer has mated for the first time, she is technically no longer a heifer-- she is a cow. But to answer your question, yes, the same bull and cow can mate multiple times.
