Can the sanyo t700 digital camera be used as a webcam?

Not very easily.

It would be simpler and cheaper to just buy an inexpensive webcam.

To turn your still camera into a webcam, you would have to buy an AC power supply (camera batteries don't last very long), you might need to buy the driver, if there isn't an open source one, and you would need to also buy a little table tripod to hold your camera. By the time you are done, it might or might not work, or you can just go out and get a webcam for about the same or cheaper.
