Can the tailors add inches the the waist of jeans?

my jeans are too small in the waist and I can't take them back to the store what can I do to extend the waist? anything

Generally they can let them out only 1 inch or so if you don't want them to be obvious.

I tried this and it only adds a little less than a size.
