Can the volleyball receiving team?

block the service without dig, setup than spike? just block the serve straight down?

no they can't. Neither can they spike the serve on the first hit.

they have to at least have a set or dig first.

after that though they are allowed to block or spike to their hearts content.

No.  Then you would see three guys jumping every time a service goes over the net.

Even if they could before, which they couldn't, they would've had to change the rules for the game today.  It's so difficult to hold serve, which means winning a point on your serve, that they would've had to make it a little easier by not allowing the receiving team attack the serve.
