No, "non" is not a word on its own.  It must be attached to something else, usually with a hyphen.

It is not in the Official Scrabble Players Dictionary,4th Edition.

So if you are playing with it, then no.

If you are using a dictionary that shows it as a word, then yes. If it shows it as non-, you cannot use it, because it contains a hyphen.

Don't think so.  Non is a prefix to the best of my knowledge, not a word.
