  1. In short, no.  It only works on your computer.

    Video DVDs that you buy at the store are DVD ROM's.  But they're not usually called that because they're made primarily for standalone DVD players, although you can play them in your DVD reader on your computer, too.

    Computer data files stored on commercial DVDs are what's really known as DVD ROM since those files can be in nearly any format, readable only by the software installed on your computer.  Some of that software is a type that can read video DVDs, but other software is also needed for the other myriad formats.

    It is THAT software (mostly likely Adobe Reader) that is necessary to display your DVD-ROM of Spiderman comics.  And Adobe Reader is not available on your standalone DVD player.
