Can this stalker become violent?

so there is this man who passes by my and my friend's cubicles almost every day making some strange and ugly noises coming out of his throat. He does it when he is near enough but hidden with other cubicles so we never got to see his face. Do you think he is on drugs and may become violent?. we are both females.
