They purr and they walk on their toes. What we look at as an animals lower leg  is on many animals the equivalent of our hands or feet.

all cats walk on their toes.  their paws are comprised of their toes surrounding a fleshy pad that forms the "heel."  their equivalent of an ankle or wrist is fairly high up the limb - this is why their knee appears to point backwards.  The "knee" pointing backwards is anatomically the same as your ankle.

Yes, they can purr, and although they do not walk purely on their toes, they do use them.
