yes you can. I saw on some news show where the reporter filled out a application using his 4 year old son's info and he got one!!

Possibly. But even if you do get it, how do you plan on paying back what you  "borrow" if you have no money to pay back? Credit is just that: it's borrowing money (in a way)  at a pretty high rate of interest
