Typically the term "pressure vessel" refers to a free-standing tank that is designed to hold a liquid or gas at a pressure higher than the atmospheric pressure.  (A SCUBA tank is a pressure vessel, so is a compressed air receiver or a propane cylinder.)

These vessels are usually fastened to a foundation or rack, so stability shouldn't be a major issue.

These pressure vessels all have to be certified or "classed".  The certification differs depending on what type of vessel you are discussing.  ASME regulates the construction of some industrial vessels.  The American Bureau of Shipping and/or the United States Coast Guard typically inspect the pressure vessels on ships and rigs working in the US.
