  1. If by "criminal" you mean "felony" then the answer is likely "NO." Moreover the rules are different regarding handguns and rifles for the simple fact that handguns are concealable. Nevertheless, I know of no jurisdiction that allows felons to own firearms in general, handguns specifically.
