Can u hack and change the mileage on newer cars say 2002 onwards?

I'm looking at buying a car and have found 1 which has only 38000 miles on the clock in 6 years.

Yes you can do that, and it's really simple, but illegal too.

However, the car must of had a MOT - so check the MOT, as the garage who did the MOT would of recorded the milage from the time of the last MOT.
