Parents are often looking for older students - high school/junior high school - to help tutor their children.  Younger children often learn better from older children.

Find an area that you are fairly good at - math, science, history...whatever.  Call around to schools in your area and ask if you can put up a poster to offer tutoring.

Work an hour with a child - charge $10.  To be good, it will require some planning, however.  Find out first from the parents what the child is learning or needs help with before you take on the assignment.  Talk to teachers you feel are good teachers and get ideas on how to help the student learn it.

At 13, you're cool to a 2nd grader.  You're like a god because you made it through so many years of school.  A lot of what you can do is help students learn, but in a fun way.  Just you working with them (as opposed to mom or dad) might make them do better in the subject.

It's worth a try!  Might as well try it now while you're 13 and see if it goes anywhere.  Then you wont have to worry about finding a work permit in a year and a half and you'll have already earned a lot.  It might take a while to get started, but word of mouth is your best bet once you get a few good people, so make sure you do a good job and put some planning into it.  One person can help your business grow or completely destroy it.

    Good luck!

    Matt
